Betsy Hunsicker
Chief Executive Officer
Betsy Hunsicker serves as the Chief Executive Officer (CEO) at EIRMC. In this role, she is responsible for managing overall operations for the facility, including clinical quality, physician recruitment, financial operations and employee relations.
Hunsicker has nearly thirty years of various healthcare experiences at organizations across the nation. Most recently, she was CEO for West Valley Medical Center in Caldwell, Idaho, a sister facility also operated by HCA Healthcare. During her tenure, multiple services were added to the facility, increasing access for patients needing neurosurgery, interventional cardiology and bariatric surgery. Additionally, Hunsicker had a strong focus on high-quality clinical care, as the facility earned the Leapfrog National Safety Score of “A” for nine consecutive years. West Valley Medical Center was also named a “Best Place to Work” by Modern Healthcare nine times.
Prior to her tenure at West Valley Medical Center, Hunsicker was the Chief Operating Officer at HCA Healthcare's Rose Medical Center, a large hospital with complex services located in Denver, Colorado.
Community service is “top of mind” for Hunsicker. Her past board service includes as Chair for the Idaho Hospital Association, HCA Healthcare Hope Fund, Caldwell Family YMCA and more.
Hunsicker earned a Masters in Business Administration and a Masters in Health Services Administration, both from the University of Florida. She earned a Bachelors of Science in Industrial Engineering from Northwestern University.
Hunsicker is married to husband Jeff and they have two children. Together, they enjoy fishing, skiing and boating.
Blake Rose
Chief Operating Officer
Blake Rose serves as the chief operating officer for Eastern Idaho Regional Medical Center. In this role, he oversees day-to-day operations at EIRMC and directly leads several service lines, including EIRMC’s Behavioral Health Center, cardiovascular services, medical imaging and oncology.
Rose brings more than a dozen years of healthcare leadership experience to EIRMC, most recently serving as the Chief Executive Officer (CEO) of sister facility Cache Valley Hospital in Logan, Utah. Prior to this role, Rose served as Chief Administrative Officer at Summit Pacific Medical Center in Washington, and has held leadership roles with University of Utah Health and Prosser Memorial Health.
Rose holds an MBA from Grand Canyon University and a Bachelor’s Degree in Spanish from Idaho State University.
On a personal note, Rose grew up in Idaho Falls and has a passion and enthusiasm for this community and for EIRMC. Rose and his wife, Nakelle, a native of American Falls, are excited to raise their family here in southeast Idaho.
Brandi Allred
Chief Nursing Officer
Brandi Allred serves as the chief nursing officer for Eastern Idaho Regional Medical Center. In this role, she oversees clinical nursing operations throughout the hospital, ensures quality patient care and leads efforts to increase patient satisfaction.
Allred has many years of healthcare leadership experience at various hospitals in Idaho, Utah, and Tennessee. Most recently, she served as assistant chief nursing officer at TriStar Centennial Medical Center in Nashville, Tennessee, a 741-bed comprehensive medical facility where she oversaw the Women’s, Children’s, and Oncology service lines. During her time at Centennial, Allred completed HCA’s Advanced Leadership Program for ACNOs and was a Capstone finalist for the work she did around wellness.
Allred’s roots run deep in the Idaho and Utah area. She began a robust nursing career at Lakeview Hospital in Bountiful, Utah, first as a Behavioral Health RN. Allred worked, also, on their Progressive Care Unit, the Medical/Surgical Unit and as House Supervisor. While at Lakeview Hospital, she was promoted to the Director of the Medical/ Surgical Floor.
Allred holds a Master of Science in Nursing Management from Western Governor’s University in Nursing Management, and graduated from Idaho State University’s RN program. She was also the recipient of the HCA Nursing Excellence Award for Professional Mentoring, the organization’s most prestigious honor for nurses who help other nurses grow in their skillset.
By way of background, Allred grew up in Preston, Idaho, where she learned the value of hard work, dedication, and attention to detail on the family farm. Today, Brandi and her husband reside in Idaho Falls, where they raise their three children. As a family, they enjoy hiking, mountain biking, fishing, skiing and snowboarding, cooking and eating good food.
Aaron Martin
Chief Financial Officer
Aaron Martin serves as the chief financial officer at EIRMC. In this role, Martin’s primary responsibilities include overseeing EIRMC’s fiscal operations and leading several departments, including Accounting, Patient Access, Health Information Management, Case Management and Supply Chain Services.
Prior to EIRMC, Aaron served as CFO for three years at HCA Healthcare sister facility John Randolph Medical Center near Richmond, Virginia. Previously, he served as the Assistant Chief Financial Officer at Henrico Doctor’s Hospital, also in Richmond, and with Lourdes Health Network and Deaconess Hospital in Washington.
Originally from Spokane, Aaron received his bachelor and master’s degrees from Eastern Washington University and Gonzaga University, respectively.
Patty Howell, MD
Chief Medical Officer
Patricia Howell, M.D., serves as the chief medical officer (CMO) for Eastern Idaho Regional Medical Center. In this role, Howell leads initiatives that support consistent clinical performance and physician excellence across the hospital.
Dr. Howell has an impressive background having served in various clinical and administrative leadership roles for over two decades. Most recently, Dr. Howell served as CMO of Porter Adventist Hospital, a 368-bed facility in Denver. In addition to administrative leadership experience, Dr. Howell, is an exceptional physician and astute business person. In 1999, she started her own Hospitalist practice at Swedish Medical Center, a 408-bed Level I Trauma and tertiary referral center, affiliated with the University of Colorado School of Medicine Programs.
Dr. Howell completed undergraduate and medical school at the University of Nevada, Reno, and completed her residency at Swedish Medical Center.
Her childhood was spent on a Black Angus cattle ranch in Starr Valley, Nevada, just four hours southwest of Idaho Falls. She is married to Scott DelTufo and they have three children.
Geoffrey Empey
Vice President of Operations
Geoffrey Empey serves as the Vice President of Operations for EIRMC. In this role, he has oversight of Food & Nutrition, Environmental Services, Lab, Plant Operations and Security/Safety/PBX. Geoffrey is also responsible for construction projects at EIRMC.
Most recently, Geoffrey serves as the Associate Administrator at UMC Southern Nevada, the only Level 1 trauma center in that state. In this role, Geoffrey successfully spearheaded initiatives to recruit and develop in-house employed physician programs, playing a critical role in bringing in anesthesia, radiology, and both adult and pediatric emergency medicine providers. His efforts significantly enhanced patient experience, improved quality of care and increased operational efficiency.
Geoff and his wife, Annie, are proud parents of three children. Geoffrey enjoys cheering on his kids at their soccer games and supporting his youngest son in T-ball. He has a passion for the outdoors, fitness, dirt biking and spending cherished moments with his loved ones.

Evan Ray,
Mountain Division President
As President of HCA Healthcare's Mountain Division, Evan Ray leads approximately 10,000 colleagues in an award-winning network with care sites in Alaska, Idaho and Utah. He began serving in this capacity on March 18, 2024.
Evan is a Fellow of the American College of Healthcare Executives (FACHE) with more than two decades of experience as a healthcare executive and a proven track record of developing and expanding patient services to meet the healthcare needs of the communities he has served.
Prior to leading the Mountain Division, Evan served as the executive vice president and chief administrative officer of HCA Healthcare's Gulf Coast Division. In that role, Evan was responsible for multiple hospitals in Houston and South Texas as well as a number of outpatient care sites and service lines. During his five years in Houston, the Gulf Coast Division experienced substantial growth by advancing capabilities and improving access to care options.
Evan previously spent 18 years serving as a healthcare executive in Alabama, Iowa and South Carolina. He received a Master of Science in Healthcare Administration and a Master of Business Administration from the University of Alabama at Birmingham after completing his undergraduate degree at Mississippi State University.
John Armour
Mountain Division Chief Financial Officer
John Armour leads the financial operations for the Mountain Division as our Chief Financial Officer, a role he has held since October 2023. John is excited to serve the Mountain Division as it focuses on meeting the needs of some of the nation's fastest-growing communities.
John joined the Mountain Division from the Methodist Hospital system in the San Antonio area, where he effectively managed the financial performance of three acute care hospitals, five freestanding emergency centers, four ambulatory surgery centers and 14 physician practices.
John's leadership and financial planning were instrumental in several important growth initiatives, including new hospitals and expansions at existing facilities. He previously served as the CFO in HCA Healthcare's Gulf Coast Division and also held several leadership roles at facilities throughout Texas.
John received his Bachelor's in Business Administration and Accounting from Southern Arkansas University, and an MBA from Northcentral University.
Sabrina Braun
Mountain Division Chief Nurse Executive
Sabrina Braun is the Chief Nurse Executive for HCA Healthcare's Mountain Division. In this position, Sabrina supports, develops and celebrates the division's 3,700 nurses and oversees the overall strategic direction for nursing operations across 11 hospitals in Alaska, Idaho and Utah. Sabrina has been in her position since March 2024.
Sabrina has held nursing and leadership positions in Florida, Indiana and Texas since joining the HCA Healthcare family in 2005. She most recently served for seven years as the Chief Nursing Officer of HCA Florida Ocala Hospital, where she helped the 323-bed facility achieve the Pathway of Excellence designation from the American Nurses Credentialing Center and several HCA Healthcare Unit of Distinction awards.
She has a Doctorate in Nursing and a Master's Degree in Healthcare Administration. She is a member of the American Organization of Nurse Leaders and earned the Certified Medical Surgical Nurse designation through the ANCC.
Sabrina is a proud veteran of the U.S. Marine Corps and has supported her communities by serving on numerous boards and coalitions.
Dr. Filip Roos
Mountain Division Chief Medical Officer
Filip Roos, M.D. is the Division Chief Medical Officer for HCA Healthcare's Mountain Division, overseeing clinical relationships and medical staff operations for our 11 hospitals and associated facilities.
Dr. Roos previously served as the Chief Medical Officer of the Mountain Division's Ogden Regional Medical Center. Prior to that, he spent over 20 years in private practice as a cardiac anesthesiologist with an interest in echocardiography. He also served as Chief Medical Executive at Alta Bates Summit Medical Center, a Sutter Health facility in Oakland, California, where he oversaw two complex acute care hospitals and an inpatient behavioral hospital.
Dr. Roos graduated in mathematics and computer science at Academic College in Prague, Czech Republic, and received his Doctor of Medicine degree at Charles University's First Faculty of Medicine, also in Prague. He completed his internship and residency at University of California, San Francisco. Dr. Roos earned his MBA at Auburn University's Harbert College of Business.
Dr. Roos has served on numerous community boards over the course of his career. He currently serves on the board of a non-profit educational organization, “Viva el Espanol,” where he has served for over 10 years. He has served on the Board of Directors for NorthBay Healthcare and currently serves on the Weber Human Services Foundation Board.
